For the second straight year, state Sen. Mark Leno has conceded defeat on a bill aimed at weakening the Ellis Act, legislation that protects a landlord’s right to leave the rental housing business.
Acknowledging the collapse of SB 364 this year, Leno said he’ll take it up again in January, the San Francisco Chronicle reported.
More than a month ago, SB 364 failed to advance from the Senate Transportation and Housing Committee, where the California Apartment Association mounted fierce opposition.

The state Senate on May 28 approved a pro-landlord bill that would help regulate short-term vacation rental companies such as Airbnb, HomeAway and Flipkey.
SB 761, sponsored by the California Apartment Association, would require online home-sharing sites to notify tenants that subletting their residence may constitute a lease violation. This notice would go on the websites of these burgeoning companies, which now represent a multi-billion dollar industry.

SB 761, sponsored by the California Apartment Association, would require online home-sharing sites to notify tenants that subletting their residence may constitute a lease violation.
This bill, authored by Sen. Isadore Hall, D-Los Angeles, passed the Judiciary Committee this month.

Landlords on Wednesday publicly argued against a proposal to expand San Jose’s rent control law.
More than 30 rental property owners objected to City Councilman Raul Peralez’s plan, which would extend the reach of rent control in several ways.
Most alarming, his proposal would limit rent increases to 4 percent annually, half of the current 8 percent cap.
Some said this constraint would make it difficult to cover their own rising expenses. After all, no such caps are being proposed for utility bills, property repairs or city fees.

The California Apartment Association’s Tri-County Division is opposing a plan to make sweeping changes to San Jose’s rent control ordinance.
The proposal, introduced today, Friday, May 8, comes from City Councilman Raul Peralez and would include:
Reduce the current 8 percent limit on rent increases to 4 percent by January 2017.
Explore the necessity of additional tenant protections, possibly including a just cause eviction law.
Extend rent control to units built between 1979-1995.
Prohibit discrimination based on source of income and potentially require rental owners accept Section 8 vouchers.

A bill that would designate housing as substandard when any amount of mold is visible passed a state Senate committee this week.
SB 655 by Sen. Holly Mitchell, D-Los Angeles, moved out of the Senate Transportation and Housing Committee on Tuesday.
Mitchell says the bill is necessary for the health of families and their children.
While CAA believes that mold should be cleaned up in housing, SB 655 lacks a workable standard or definition for code enforcement or for property owners who want to stay in compliance with the law.

ANAHEIM — About 500 rental housing professionals attended the second annual CAA Orange County Charity Gala on Wednesday evening, raising tens of thousands of dollars for a United Way program that fights homelessness.

The California Apartment Association this week supported a bill to help landlords stop tenants from cultivating marijuana in rental properties.
A common complaint by rental property owners, especially in Northern California, centers on the use and cultivation of marijuana in multifamily housing.
The bill, SB 643 by Sen. Mike McGuire, D-Healdsburg, would help address this issue by banning cultivation of medical marijuana in areas zoned residential.
