Under newly introduced legislation, rental housing owners in California would have to provide a disclosure in five different languages if they suspect a lease guarantor is not proficient in English.
SB 633 by Sen. Monique Limón, D-Santa Barbara, would require that non-English-speaking guarantors receive the notice in Spanish, Chinese, Tagalog, Vietnamese and Korean (the top five foreign languages spoken in California).
The disclosure covers the lease guarantor’s financial responsibilities.

In its continued effort to address the state’s housing shortage, the California Apartment Association has sponsored legislation to help streamline the conversion of mixed-use commercial space into accessory dwelling units.
SB 778 by Sen. Josh Becker, D-San Mateo, clarifies that owners of mixed-use or multifamily buildings may turn commercial spaces into these extra units, also known as in-law units or granny flats, a valuable form of housing at below-market prices within existing neighborhoods.

The California Apartment Association has asked the state’s Judicial Council to further revise the jury instructions for eviction cases that go to trial following the passage of Senate Bill 91.
Passed in late January, SB 91 extended California’s eviction moratorium through June of this year. To avoid eviction, tenants now have until June 30 to pay at least 25% of rent debt that’s accrued since Sept. 1, 2020.
The Judicial Council’s proposed jury instructions revisions, however, leave out the new June 30 deadline for tenants to pay a quarter of what’s owed. The instructions also fail to explain what’s required… Read More

Follow-up legislation signed by Gov. Newsom today clarifies what legislators and the governor promised: Landlords will be paid a full 80% of the rent owed during the COVID-19 pandemic.
Previously signed legislation, SB 91, was not clear on this point, providing that landlords would be paid “up to” 80%. At the request of the California Apartment Association, legislators created AB 81 to clarify the law.

California cities and counties have one week to decide whether they’ll conform with the state funding allocation under SB 91, the latest legislative response to the COVID-19 pandemic and its impact on tenants and landlords.

Gov. Gavin Newsom today signed a bill that will use $2.6 billion in federal funds to pay landlords up to 80% of rent owed by qualifying tenants with COVID-19 financial hardships.
The legislation, SB 91, won overwhelming bipartisan approval Thursday in both houses of the Legislature.
SB 91 will use federal funds to pay up to 80% of a tenant’s back rent accumulated between April 1 of last year and March 31, 2021. The California Legislature today approved a bill that will use $2.6 billion in federal funds to pay landlords up to 80% of rent owed by qualifying tenants with COVID-19 financial hardships.
SB 91 passed the Senate on a 34-0 vote and the Assembly on a 71-1 vote. Gov. Newsom is expected to sign the legislation shortly.

Under a new California law, landlords who own certain government-subsidized properties must give tenants the option of having their rental payments reported to a major credit bureau.
SB 1157 by Sen. Steven Bradford, D-Gardena, is intended to help low-income tenants enhance their credit scores by incorporating on-time rental payment records into their credit histories. This type of reporting rarely happens at present.
