The CAA-led campaign to defeat Proposition 21 has released its second TV commercial aimed at keeping extreme forms of rent control out of California.
The 30-second ad from Californians for Responsible Housing features Col. Lou Carmona of Rancho Murieta, a retired U.S. Army pilot who served 32 years in the Army before retiring as a colonel in 2018. Carmona deployed to Bosnia in the late 1990s and did three tours in Iraq/Afghanistan/Kuwait. He also flew Blackhawk helicopters in the National Guard.

Gov. Gavin Newsom late Monday signed the COVID-19 Tenant Relief Act of 2020, legislation that prohibits the eviction of renters with genuine COVID-related hardships but reopens the unlawful-detainer process for tenants who cause problems at the property.
The legislation, AB 3088, was signed into law shortly after passing the Assembly on a vote of 61-8 with 10 abstentions. Earlier Monday, the bill cleared the Senate on a 33-2 vote with five abstentions. The law took effect immediately.

The California Apartment Association has spent the past week helping negotiate the details of the COVID-19 Tenant Relief Act of 2020.
Negotiations are continuing on the bill, which is expected to be unveiled in the state Legislature by tomorrow morning.
The legislation is intended as an alternative to AB 1436, the “free rent” bill by Assemblyman David Chiu, D-San Francisco.

Several of California’s large metro newspapers, including the San Jose Mercury News. the L.A. Daily News, and the Orange County Register, took a stand last week against Proposition 21, the radical rent control measure on the Nov. 3 statewide ballot.
Financed by Michael Weinstein and the AIDS Healthcare Foundation, the proposition threatens to bring back the extreme forms of rent control that proliferated in the 1970s.

The California Apartment Association this week issued a letter explaining its continuing opposition to a “free rent” bill to be heard in the Senate Judiciary Committee later this month.
AB 1436 by Assemblyman David Chiu, D-San Francisco, would make rental property owners defer rent payments for tenants who are either unable — or unwilling — to pay for housing during the COVID-19 pandemic.

Chief Justice Tani Cantil-Sakauye on Friday announced that California’s Judicial Council will vote “very soon” whether to sunset its emergency suspension of virtually all unlawful-detainer cases throughout the state.
The announcement came during the Judicial Council’s regularly scheduled meeting Friday, July 24.
The California Apartment Association’s tool for calculating maximum allowable rent increases under AB 1482 is now easier to use.
The tool now includes a drop-down menu with county names. Simply select the county where your property is located to find out the local Consumer Price Index. Previously, users needed to type in the ZIP code of their property’s location for the CPI.

The city of Sacramento has filed a lawsuit in hopes of keeping a rent control initiative off November’s ballot and holding a tenant activist to her pledge to drop the measure.
Like the city, the California Apartment Association opposes the initiative in question. The measure traces back to 2018, when tenant activists attempted to qualify a rent control initiative for the fall election but failed to collect enough signatures by the deadline. They kept circulating their petition, though, and ultimately qualified the initiative for a future ballot, shifting their attention to 2020.
The Consumer Price Index rates used for calculating rent increases under AB 1482 have been updated on the CAA website.
