The Los Angeles County Board of Supervisors has postponed a decision on the future of its COVID-19 eviction moratorium.
Supervisors on Dec. 8 were prepared to renew and amend their ordinance, which expires Jan. 31, 2021. CAA, however, said it would be premature to act now, pointing to the possible extension or replacement of a statewide COVID-19 eviction moratorium.
Like L.A. County’s eviction ban, the statewide eviction protections are scheduled to sunset at the end of January. In Sacramento, however, lawmakers already are proposing bills to either replace AB 3088 or extend it, with timetables ranging from two months to… Read More

California lawmakers introduced a pair of bills that would keep COVID-19 eviction protections in place well into 2021 and perhaps longer.
News of the bills came Monday, Dec. 7, the first day of the new legislative session and less than two months before eviction protections are set to expire. The proposals also come as California experiences a surge in coronavirus cases and stay-at-home orders. The proposals will likely include more details before lawmakers reconvene hearings early next year.
Legislators are seeking a replacement for the COVID-19 Tenant Relief Act of 2020, which passed as AB 3088 this summer and is… Read More

Question: Where can I find CAA’s just-cause termination notice form?
Answer: This has been a common question on CAA’s Landlord Helpline, given that the COVID-19 Tenant Relief Act of 2020 (CTRA) requires landlords to provide residents with a “just cause” when they terminate a tenancy. The just-cause requirement applies to all tenancies — even those not covered by the just-cause provisions of AB 1482, the new statewide rent cap law. For example, CTRA provides just-cause protections to tenants no matter how long they’ve lived in a unit, while AB 1482 limits just-cause protections to residents in place for a year… Read More

The city of Glendale has allowed its COVID-19 freeze on rent increases to expire and has revised its rent-repayment schedule to align with state law.
Late last month, the City Council voted to sunset its temporary rent cap as of Oct. 31. The order prohibited rent increases for the city’s pre-1995 apartments during the coronavirus pandemic.

Several months into the pandemic, COVID-19 has spawned 40 million cases across the globe and caused one million deaths. In the U.S. alone, a quarter-million coronavirus fatalities are expected by year’s end.
Also in the U.S., gross domestic product sank 11% from the fourth quarter to the second quarter — the biggest drop in economic activity ever seen in the United States. At one point, the unemployment rate approached 15%.
Renowned economist Christopher Thornberg reviewed these “eye-popping” numbers Wednesday during the California Apartment Association’s Orange County Outlook 2020 virtual event.
The city of Davis has unveiled a grant program to support residents at risk of displacement due to non-payment of rent related to the COVID-19 pandemic.
The Emergency Tenant Based Rental Assistance Grant Program also aims to offset corresponding lost revenue experienced by landlords.
Funds are being awarded to Davis rental households on a first-come, first-served basis upon receipt of a complete application. Yolo County has issued a similar program in support of the unincorporated and the other incorporated areas of Yolo County.
The program provides a one-time rent and utilities relief grant directly to landlords on behalf of low-income… Read More

Costa Mesa has become the latest city in Orange County to launch a rental assistance program to help tenants affected by COVID-19.
The California Apartment Association helped the city of Costa Mesa with the effort, which won City Council approval on Oct. 6.
“I commend Mayor Katrina Foley, Costa Mesa City Council, and Assistant City Manager Susan Price for putting this program together,” said Victor Cao, local vice president of public affairs for CAA. “This is much-needed relief for both tenants and independent rental owners.”
In addition to its work in Costa Mesa, CAA has partnered with Anaheim, Irvine and… Read More

Non-payment filings can begin for tenants without coronavirus hardships
California’s Judicial Council has approved three new forms and one revised form for use in eviction cases governed under the newly signed COVID-19 Tenant Relief Act of 2020.
The policymaking body of the California courts approved the forms Friday. The new and revised forms will assist courts in implementing the COVID-19 Tenant Relief Act, or CTRA, which prohibits the eviction of renters who claim COVID-related hardships. At the same time, the law specifically provides clearance for the court to proceed with unlawful detainer actions, the legal term for evictions, against tenants… Read More
After hearing from CAA and its members, Contra Costa County supervisors this week rejected a proposal that would have banned at-fault evictions and expanded the county’s COVID-19 eviction moratorium to tenants who violate their lease.
The 4-1 vote Tuesday came after four hours of public debate, including an overwhelming number of public testimonies from rental housing providers.
