The Los Angeles County Board of Supervisors has postponed a decision on the future of its COVID-19 eviction moratorium. Supervisors on Dec. 8 were prepared to renew and amend their ordinance, which expires Jan. 31, 2021. The city of Glendale has allowed its COVID-19 freeze on rent increases to expire and has revised its rent-repayment schedule to align with state law. Late last month, the City Council voted to sunset its temporary rent cap as of Oct. 31. The order prohibited rent increases for the city’s pre-1995 apartments during the coronavirus pandemic.

Several months into the pandemic, COVID-19 has spawned 40 million cases across the globe and caused one million deaths. In the U.S. alone, a quarter-million coronavirus fatalities are expected by year’s end. Also in the U.S., gross domestic product sank 11% from the fourth quarter to the second quarter — the biggest drop in economic activity ever seen in the United States. At one point, the unemployment rate approached 15%. Renowned economist Christopher Thornberg reviewed these “eye-popping” numbers Wednesday during the California Apartment Association’s Orange County Outlook 2020 virtual event.

The city of Davis has unveiled a grant program to support residents at risk of displacement due to non-payment of rent related to the COVID-19 pandemic. The Emergency Tenant Based Rental Assistance Grant Program also aims to offset corresponding lost revenue experienced by landlords. Funds are being awarded to Davis rental households on a first-come, first-served basis upon receipt of a complete application. Costa Mesa has become the latest city in Orange County to launch a rental assistance program to help tenants affected by COVID-19. Non-payment filings can begin for tenants without coronavirus hardships California’s Judicial Council has approved three new forms and one revised form for use in eviction cases governed under the newly signed COVID-19 Tenant Relief Act of 2020. After hearing from CAA and its members, Contra Costa County supervisors this week rejected a proposal that would have banned at-fault evictions and expanded the county’s COVID-19 eviction moratorium to tenants who violate their lease. The 4-1 vote Tuesday came after four hours of public debate, including an overwhelming number of public testimonies from rental housing providers.
