For our second highlights video from CAA’s legislative recap webinar, we review six bills that failed in 2014. Each of these bills would have affected the rental housing industry — especially two proposals that threatened the Ellis Act. This landmark state law, passed in the mid 1980s, protects a landlord’s right to leave the apartment business. While dead for now, some of these bills may resurface in 2015. The California Apartment Association is encouraging rental housing managers to participate in a survey to help fight bed bugs in multi-family housing. CAA is collaborating with the University of California on the study, which includes an electronic survey that takes 10 to 15 minutes to complete. For the second time this fall, a division of the California Apartment Association has formally changed its name to more clearly reflect the region it serves. CAA South Coast is now CAA Orange County. Melinda Graham, chairwoman of the division, announced the official new name during the division’s annual meeting Dec. 5. The announcement came just a few weeks after the association announced that CAA-AAGIE is now CAA Greater Inland Empire. The California Apartment Association’s work with San Mateo County has helped shape an ordinance that protects residents from smoking while limiting the liability of rental property owners. The county, including the Board of Supervisors and county counsel, partnered with CAA Tri-County since May 2013 to protect property owners’ and managers’ interests in the regulations. This resulted in wording amenable to the industry because it provides: Liability protection. The ability to designate a smoking area. A 14-month phase-in period. San Francisco will legalize short-term rentals like those offered online by AirBnB, but that greenlight comes with some stipulations – and lingering concerns among both landlord and tenant groups. The Board of Supervisors’ approval of vacation rentals came Tuesday, with a second and final vote expected later this month. “The status quo isn’t working; we have seen an explosion in short-term rentals,” Board President David Chiu said, according to this San Francisco Chronicle article. The California Apartment Association’s first Greater Bay Area Rental Housing Reverse Trade Show came to Oakland this month, earning positive reviews. Over 150 representatives from 10 of the Bay Area’s leading property management companies met with more than 50 industry partners. The event, held Sept. 10 at the Scottish Rite Center, started with a networking lunch that segued into scheduled 10-minute meetings. Several California cities have regained a novel legal tool for ridding apartments of drug and gun offenders. On Monday, Sept. 15, Gov. Jerry Brown signed a pair of bills, both supported by the California Apartment Association, that allow city prosecutors and city attorneys to file eviction lawsuits against certain types of criminal defendants in specified cities where a landlord requests assistance. The bills extend for five years pilot programs that expired at the end of 2013. Aliso Viejo’s proposed ban on smoking in multi-family housing fizzled this week as the City Council decided to consider adding a city ombudsman instead. Such an advocate would likely listen to residents’ complaints and suggestions and help address their concerns, whether they focus on smoking or other issues.
