Several California cities have regained a novel legal tool for ridding apartments of drug and gun offenders.
On Monday, Sept. 15, Gov. Jerry Brown signed a pair of bills, both supported by the California Apartment Association, that allow city prosecutors and city attorneys to file eviction lawsuits against certain types of criminal defendants in specified cities where a landlord requests assistance. The bills extend for five years pilot programs that expired at the end of 2013.

But as the sun beats down on L.A., the city’s countless rooftops also emit oven-like heat.
A law taking effect Oct. 1 seeks to change that.
Under changes to the Los Angeles Green Building code, new homes in the city — including rentals — must have so-called “cool roofs.” Los Angeles is the first major city with this requirement.

Bad public policy? In Los Angeles, we’re putting a cork in it.
While lifting a few wineglasses, about 120 friends of the California Apartment Association helped CAA’s work to keep poor political candidates out of office and get good ones elected.
It all came together April 30 at the Annenberg Beach House in Santa Monica, where CAA’s Los Angeles division held its inaugural “Cork & Sand” event.
The political fundraiser brought in about $53,000, and all proceeds will benefit CAA LA’s Political Action Committee.

The California Apartment Association has received more time to help fix a rental-inspection program that would cost West Covina landlords exorbitant and unnecessary fees.
The City Council had been scheduled to review the item Tuesday, Jan. 21, but postponed the hearing so that CAA can propose changes that would protect responsible property owners.
As written, the mandatory program would charge a $71 registration fee, $41 base fee, and an $18-per-unit fee annually to have rental properties inspected by the city’s code enforcement agency.

Researchers from the University of Southern California are seeking information from Los Angeles-area landlords on the effects of thirdhand cigarette smoke — including smell, residue and related management issues.
While secondhand smoke has been researched extensively, scientists are still studying the effects of residual cigarette smoke particles and chemicals found in air, dust and surfaces — also known as thirdhand smoke.
